Booting Toronto (and Ottawa) out of Canada is very doable and in fact the precedent exists within a very familiar context. Where you live within the British Isles determines many things, such as International Trade boundaries and most importantly which Elections you can vote in.
· The British Isles consists of England, Scotland, Wales, Northern Ireland, the Republic of Ireland and the Isle of Man.
· The United Kingdom of Great Britain and Northern Ireland includes England, Scotland, Wales, and Northern Ireland.
· Great Britain consists solely of England, Scotland, and Wales.
· The Isle of Man is not part of the United Kingdom but rather is a crown possession (since 1828) that is self-governing in its internal affairs under the supervision of the British Home Office.
Within the past 40 years Toronto has become decidedly Un-Canadian and now very closely resembles the big Democratic States of the US immediately to its south. Permitting 10% - 20% of Canadian voters to determine the future of the Rest of Canada is both foolish, and not in the least bit Democratic.
