A fairly detailed study of the organizations appointed to deal with the COVID-19 virus was conducted. What they found was that although at the lower levels various health organizations were involved, as you followed the chain of command upward it invariably led to DARPA. DARPA is a group of scientists who work for the US Army. The strategies they employed were those appropriate for a BioWeapon, not a Virus. DARPA had funded a good part of the research in the Wuhan Lab, to determine how a virus that attacks Animals can be modified to attack Humans. Fauci still maintains that this was not Gain of Function research.
